Ministers Cartabia and Guerini sign an agreement for the definitive sale of the "Manara" barracks in Rome by the Ministry of Defense

It will become the judicial pole of the District of the Court of Appeal of Rome

The Minister of Justice Marta Cartabia and the Minister of Defense Lorenzo Guerini signed today, at the headquarters of the Ministry of Justice, the agreement that establishes the definitive sale of the "Manara" barracks for the construction of a judicial pole in the capital. The protocol determines the transfer of the previously located defense functions, including that of the military justice bodies (prosecutor and military court). Approximately 10.000 square meters are sold by the Ministry of Defense, following a dialogue that began in 2015. The agreement will make it possible to meet the infrastructural and organizational needs of the Ministry of Justice, for the construction of a judicial center in Rome.

It is a project that the Defense has supported, in the belief that synergies between state institutions, especially in such a complex and difficult time as today, help to get the country moving again.

“I am very proud of this result and of the cooperative relationship we have established with the Ministry of Justice and with the Minister Cartabia. A symbolic passage, also from a sentimental point of view, since today the Defense sells a significant element of its heritage, but it does so with pride and with a great sense of responsibility to respond to the needs of other Ministries and therefore of citizens. I strongly believe in inter-ministerial collaboration and I hope that today's agreement will favor the finalization of other collaborations of this type. The Military Justice Bodies will have the opportunity to take advantage of a modern, logistically compatible and fully functional structure for carrying out the activities of specific competence ”, said Minister Guerini.

“I thank Minister Guerini for the final transfer of the barracks to one of the largest Courts of Appeal in Italy. Some renovations are part of the Pnrr funding, partly also intended for judicial construction, such as the creation of judicial citadels and major maintenance works. This is also a crucial aspect to improve the justice service: the conditions of too many offices require interventions and also in this way we are committed to guaranteeing greater efficiency in the justice system. The protocol and the signed agreement are examples of a virtuous institutional collaboration ”, commented Minister Cartabia.

The agreement will allow the Ministry of Justice to guarantee functional spaces for the new ways of working and at the same time it will be possible to redevelop the infrastructures and the urban area itself, in which they are inserted, for greater accessibility and a better connection between judicial offices.

A subsequent implementing agreement will govern the technical-administrative finalization of both the reallocation interventions of the Defense functions still present at the Manara Barracks in the POLMANTEO, and the adaptation works of the aforementioned Manara Barracks to the needs of the Ministry of Justice. The aforementioned Convention will be signed by the State Property Agency, by the Superintendency of Public Works for Lazio, Abruzzo and Sardinia and by some Ordinary and Military Justice Bodies. For the Defense it will be signed by the Director of the Works and State Property Management.
