Tracked down in the Dominican Republic, he is returning and will be immediately arrested the only Italian fugitive included in the Europol list of the 19 most sought after sex offenders internationally

He is returning to Italy this morning from Santo Domingo and 74-year-old SCIBILIA Luciano, included in the Europol list of the 19 most dangerous sex offenders wanted internationally, will be immediately arrested; the man is also reported on the eumostwanted.eu website, Most Wanted Fugitives, and by ENFAST (European Network of Fugitive Active Search Teams - European Network of Active Fugitive Research Units).

The man was arrested on Friday 16 April in the Dominican Republic, at the end of a complex investigation carried out by the International Police Cooperation Service (SCIP) together with the men of the Rome Police Headquarters - Tuscolano Commissioner, delegated by the Public Prosecutor's Office of Rome and with the operational coordination of the Safety Expert in Santo Domingo.

The fugitive was in Samanà, a town 200 km north of the capital, famous for the passage of whales in front of its coasts.

SCIBILIA is the recipient of an execution order, issued by the Attorney General of the Republic at the Court of Appeal of Rome, for a sentence of 5 years and 2 months of imprisonment for the crime of sexual violence against minors.

In the card included in the list of sex offenders, it is highlighted that, pretending to be a pranotherapist able to cure any disease and taking advantage of the friendship that some girls had with their partner's daughter, he sexually abused them with the excuse of subjecting them to therapeutic treatments.

At the time of the arrest by the Dominican Interpol, assisted by the Italian Security Expert, moments of tension were experienced as the neighborhood, at the sight of the police, spilled into the street almost to protect the SCIBILIA, known by the inhabitants because for many years he had lived in the neighborhood with a local woman and her four children, three girls and a boy.

The Interpol manager immediately qualified and revealed the reason for the arrest, thus calming the minds and allowing the fugitive to be safely arrested who at that moment was reaching a bar with an 8-year-old child.

To trigger the investigations by the Tuscolano Commissioner, the report of one of the victims who complained that, despite the serious crimes committed and the subsequent final sentence, SCIBILIA was still at liberty and fed his Facebook profile. The investigators thus discovered through the INPS and bank and postal checks how the man received a pension and how, in Rome there was a person who made withdrawals and transfers using current accounts in the name of SCIBILIA Luciano. On delegation of the Attorney General at the Court of Appeal, the policemen then began a technical activity, consisting of wiretapping. The activity which lasted for several months allowed the Tuscolano police officers to locate the city of Samanà in the Dominican Republic, where the man had found refuge and to identify the woman who, with financial movements in the capital, favored her in hiding.

After the arrest in Samanà, the fugitive was immediately transferred to Santo Domingo and entrusted to the Immigration Department which proceeded with the immediate expulsion to Italy, considering the status of irregular and the social alarm linked to his precedents.

The return to Italy and the arrest of SCIBILIA represent further evidence of the effectiveness of international police cooperation promoted by the Central Criminal Police Directorate, led by Prefect Vittorio Rizzi, also thanks to the network of Italian security experts abroad, operating in over 60 countries around the world.
