Credit and liquidity for households and businesses: almost 1,3 million requests for a moratorium on April 17 and more than 20.000 applications to the Guarantee Fund for SMEs

Almost 1,3 million applications or communications relating to the moratoriums on loans and more than 20.000 requests for guarantees for new bank loans for micro, small and medium-sized enterprises submitted to the Guarantee Fund for SMEs. This is what emerges from the surveys carried out by the task force set up to promote the implementation of the liquidity support measures adopted by the Government to deal with the Covid-19 emergency.

The Bank of Italy has started a statistical survey with banks, concerning both the governmental measures referred to in the 'Cura Italia' and 'Liquidity' decrees, and voluntary initiatives. Based on preliminary data, nearly 17 million loan moratorium applications or notifications for over 1,3 billion loans had been received by April 140. Based on a previous survey carried out by the ABI, approximately 3 applications had been received by April 660.000, for a value of 75 billion loans. Just over half of the requests come from businesses (against loans for 101 billion). The more than 600.000 household applications concern 36 billion loans. About 42.500 applications concerned the suspension of the installments of the mortgage on the first home (access to the so-called Gasparrini Fund), for an average amount of around 99.000 euros. It can be estimated that around 70% of the requests or communications relating to the moratoriums have already been accepted by the banks; only about one percent has so far been rejected; the remainder is being examined.

Mediocredito Centrale (MCC) reports that a total of 22.480 applications have been received by the Guarantee Fund, from 17 March to today, to request guarantees for loans in favor of companies, artisans, self-employed workers and professionals. In particular, of the 20.824 applications received and relating to the measures introduced with the 'Cura Italia and' Liquidity 'decrees:

  • 200 arrived in the last week alone, refer to loans of up to 25.000 thousand euros, with 100% coverage percentage;
  • 081 are direct guarantee transactions, with a coverage percentage of 80%;
  • 399 are reinsurance transactions, with 90% coverage ratio;
  • 898 are debt renegotiation and / or consolidation operations with additional credit of at least 10% of the residual debt and with an increase in the coverage percentage to 80% or 90%;
  • 33 are transactions referring to small mid cap companies with a coverage percentage of 80% and 90%;
  • 213 are transactions with the benefit of only the guarantee free of charge, which, in accordance with previous regulations, were for consideration;

The total 22.480 applications received by the Fund from 17 March (of which 1.656 relating to the previous regulations) generated an amount of 3,1 billion euro, of which approximately 115,3 million euro for the 5.200 operations related to loans up to 25.000 thousand euros, accessible for less than a week on the date of the survey.
